iPhone 12 mini dropped service so did update like prompted, now won't activate

My phone stopped getting service very suddenly. It said I needed to do an update; my phone was on a setting where it should have done automatic updates anyway. I did the update, with difficulty... had to retry a few times. Finally updated, but still wouldn't get any service. Did a factory reset following a backup but now when I go through set-up it gets stuck on the activation page and says, "Unable to Activate. An update is required to activate your iPhone."

I can't do an update because I can't access settings and my laptop times out when i try to update through Finder. And anyway, I've done a bloody update already??? This is so infuriating!!!

Help please x

iPhone 12 mini, iOS 16
