old issue, new issue, what changed...?

There is no apps of that kind (Cleaners/Optimizers/Anti-Virus/VPN),
I tried SafeBoot same exact issue.
Also I checked for Apple ID on my iPhone and it's working just fine,
The only new thing I did is updating to 13.1 and installing Freeform.
Does the Computer have a Reliable & Functional Internet Connection ?
Is the computer connected using a VPN ?
No VPN and I tried 3 different good connections.
Then follow closely the previous suggestion from @ leroydouglas above
