It's safe and no, it does NOT give access to your iPhone for someone else. It is for developers and unless you're a developer, it's not something you need to actually be concerned about.

Because you're clearly not a developer and you clearly don't need to use and you clearly wouldn't know how to use if you did try to use it.
I'm not a developer. Have no need to worry about it. Wouldn't know what to do with it if I turned it on, so it's off on my iPhone and is nothing I never ever have to worry about.
Are you a web developer testing new HTML features?
If the answer is no, which I assume you aren't otherwise you would know what it is, leave it off.
Now I have two almost conflicting answers. One saying to leave it off; one saying it is safe and does not give access to these developers. Still I have no idea the pros and/or cons of this.
There is no conflict in the answers we gave you.
Both of us told you leave it alone and don't worry about it since it's not intended for you.
