Where to suggest new feature?

Hi,

I have some ideas to be implemented on OS level, where can I send my suggestion?

Something official for Apple.

The ideas might be used afterwards by other mobile providers (I mean if Apple applies it, many others will do) so I prefer to deliver it to the proper contact.

If anyone can guide me, I really appreciate.
