I’m trying to download a free app I once already had. The Apple Store is making me put my card in which I have no problem doing but then it charging me money for a free app and I don’t understand why. I had tried a different free app and it does the same thing. I tried to add different cards and it’s still trying to charge me the same amount. I don’t know what to do because now I cant download any apps I previously already had in my phone without it trying to charge me

Since it appears that the payment was declined let's also try the troubleshooting steps offered in this article: If your payment method is declined in the App Store or iTunes Store

Unless you changed your Apple ID, you should have access to any app you had previously. It would appear this app is not free though. And to download apps from the App Store, you need to have a valid payment method tied to your Apple ID, even if you want to download most free apps.
If you did not change your Apple ID along the way, and you truly had this app before, open the App Store App. Tap the upper right hand circle. Tap Purchased. Tap My Purchases. If the app is tied to your current Apple ID, you should see it in the list with a cloud icon next to it and you should be able to download it to your iPhone by tapping the cloud icon.
But, if you changed your Apple ID and you downloaded the app under a previous Apple ID, you'll need to buy the app if you want it now under a new Apple ID. Apps are forever tied to the Apple ID they downloaded under.
