External boot drive

I have an iMac 27" 2017 running Mojave. I have expensive 32bit legacy apps that I can't replace. Can I make a bootable external drive for running 32bit?

iMac 27″ 5K, macOS 10.14

Yes. I have Ventura on my main Mac mini 2018 internal disk and Mojave on an external boot disk for old 32-bit apps (as well as VMware Fusion Mojave virtual machine for some light 32-bit tasks when I am booted to Ventura).
