I checked my recent charge , also Did delete all the payment methods .. how come Apple still can charge me Rm16.90, sometime Rm14.90.. why and what is this charge .. also I did delete all the card payment from my iPhone setting , how come still can charge my touch & go card , this is annoying.. can u explain , if not I will take this action to report ..

There are active scams where someone steals access to a card number through a poorly-protected web site and then "spoofs" a real company like Apple. When it happened to us they pretended to be Target Stores, a firm with whom we had never done business.
If the review of your purchase history (instructions in the link Skydiver 119 provides) shows Apple has no record of the purcahse, then the chances are good it is a scammer. Apple cannot fix that; only your bank or credit card issuer can. Involve them NOW.
When my wife's card number was compromised and used by someone else, AMEX identified the charges as fraudulent, forgave us the debt, and issued Mrs AJ a new card number to replace the one that was compromised, all in just over 24 hours.
As Skydiver said, we are not Apple. We have no more access to Apple financial recods than you. Posting here will not fix this.
