Watch App not able to connect with Family Watch

I successfully paired and added cellular to my daughter's brand new Apple Watch SE 2nd Generation GPS + Cellular. On the WiFi with the watch nearby I was able to set School Time and other restrictions. Now we have two problems:


1) Watch app cannot connect to the watch "Could Not Connect to Apple Watch. Make sure "xxx Apple Watch" is nearby and powered on.


It should not have to be nearby in order for me to select her watch and view SCHOOL TIME, her location, etc. I am not trying to CHANGE any settings. I just want to see where she is and whether she is turning on and off School Time.


2) I have sent the request to manage her contacts but there is no place for her to accept that request. She does not have a iPad, laptop or iPhone. She only has the Watch, whose contacts I need to manage. I logged in to her iCloud account via web browser and the request is not there. WHERE IS THIS REQUEST AND HOW CAN SHE APPROVE IT?
