This is definitely a bug/glitch. Suggestion to move Safari out of a folder works. But, if you have Safari in the Dock, this feature also does not work.
Once I moved Safari out of the Dock and onto the open screen, the feature returned - frustrating to say the least!
I have no recollection of this issues being reported within the Apple Support Communities - and I cannot replicate the problem with any models of iPad and iPad Pro to which I have access. As such, I suggest that the issue is local to your iPad and may not be a widespread problem.
Have you updated your iPad to the most recent version of iPadOS? At the time of writing, iPadOS 16.2 is current.
Update your iPhone or iPad - Apple Support
If you have updated your iPad, should the problem persist, try a forced-restart of your iPad - as this will often clear an isolated software issue:
Force restart iPad (models with Face ID or with Touch ID in the top button)
If your iPad doesn’t have the Home button, do the following:
Force restart iPad (models with the Home button)
Press and hold the top button and the Home button at the same time. When the Apple logo appears, release both buttons.
