Cannot set different static IP address for different Wi-Fi services

I want to use a different static IP address for each Wi-Fi network I connect to. I used to be able to do this in macOS 12 and below by simply going into each Wi-Fi service (the list that now appears under "Network") and setting a static IP address for each. It will choose the static IP address that is under the subnet mask of the network I'm connected to and use that as the address. However, in macOS 13, no matter in which service I set the static IP address, all other services' IP addresses change.

I don't know if it would work, but you could try creating different Locations in the Network settings.

It's in the ellipsis popup menu at the bottom of the Network settings page.

I also had a weird problem with my Wi-Fi networks. I essentially had two, but they were actually the same. When I deleted one, it deleted the other. I had to add new, and I think I had to delete the opposite service from the first time, and I finally had a single Wi-Fi service. So, it may be something similar to what I saw, and you may have to similarly delete and add until you "clean" it up.

It can allow me to set different static IP addresses, however I have to manually go into Settings each time I want to switch addresses (it used to use whatever IP address is in the subnet mask, as stated in the question).

EDIT: according to Use network locations on Mac - Apple Support, you can just click  > Location to change Locations, however it's still a manual step.
