Catalina 10.15.7 and sharing files
Is it true that in this OS the sharing files option is not available anymore? I reinstalled from scratch and an not anymore able to set sharing files in Preferences. Thank you.

File Sharing:
No. That is not true. You can still share files after macOS Catalina: Set Up File Sharing on Mac - Apple Support

Troubleshooting File Sharing Permissions:
I. Be Logged In as the Administrator:
Are you logged in as the administrator? Be logged into it, for a better chance to use File Sharing.
II. Reinstall the macOS:
Anything that has been corrupted (i.e. File Sharing operability on your macOS) would be (A.)replaced or (B.)relocated to their original location.
1. First, Back up your Mac:
Create a Time Machine backup of your Mac, so that you can have something to restore your Mac from, should anything go wrong with the reinstall.
2. Then, Reinstall the macOS:
Nothing would be deleted. It's just that items that have become corrupted or deleted, would be replaced or reinstalled back to where they should be. Go Here: How to reinstall macOS from macOS Recovery - Apple Support
I have been able to set file sharings on via terminal.
Anyway now I’m stuck: not all the volumes included in the sharing section are reachable from the second Mac. Above all it’s an USB external drive (named “The hard drive”) that I cannot share. The permissions are NOT changeable. The next stop is to move its content into another drive, reformat it (it’s Exfat now) whith APFS, then move again all the files into “The hard drive”. This will happen next Tuesday, ‘cause I’m OOO now.

The Format is the Culprit...
Purchase and Use a Pre-Formatted Drive:
Your macOS only reads AFPS format. Your hard drive is formatted of ExFAT, which is for a Windows PC. So, what you need to do is purchase an external hard drive that comes pre-formatted to work with macOS and Windows. You'd plug both hard drives into the Windows PC, and would then transfer it from this ExFAT drive, over to pre-formatted macOS/Windows drive. Being you are now using a perforated Mac/Windows external Hard Drive, all data would be accessible between both the Mac and the Windows PC. Data transfer would work and transfer like a charm.
IMPORTANT: Just don't format the new external Hard Drive to be macOS or Windows-only, prior to all of this. And, look at the original packing to make sure it is compatible with both Operating Systems.
