Web Browser and App connectivity problem

I am using ipad and have most current software on it. When I try to use Safari or Google web browsers, or apps, there is a brief connectivity to the website or app as if it's going to connect and then it shuts down and brings me back to home screen. This happened immediately after installing 'tile company' app.

this is what I have done: 1) deleted the 'tile' app and, to ensure it wasn't a wifi or cellular problem, I: 2) turned cellular data off, wifi off and checked them individually to be sure it wasn't an internet problem (no results from that)

I have no idea what happened or what to do other than re-setting my entire ipad. I don't have cloud back-up, so if this is the resolution, I need to know how to get my icloud turned on with my account and then back up ipad....

Oh, also, I was on the 'tile.com' website on my windows laptop and the same thing happened to my windows laptop. I was able to run the internet diagnostic and Windows fixed the problem but didn't tell me what the problem was....the problem just went away. Not sure if that's helpful.

It's as if my ipad is knocking on the door of the internet and getting rejected/shut out when it tries.

Thank you

iPad, iOS 9
