If the Apple watch family member without the iPhone is on the Family Share Plan, can they use Apple Music to stream music from their watch while connected to wifi? Then, can they download some songs from Apple Music to their watch to listen to without wifi access?

They should be able to, IF you have a family subscription (not an individual subscription) to Apple Music. You might want to look at an Apple One Plan if you haven't looked at them --> Apple One - Apple
