According to this article, you can use the "Watch app" (on your iPhone) to setup what you want the "Action Button" (on your Ultra watch) to do.

In addition, it can be setup through the Settings menu on your watch.

Ok. The only reason that I can see for the "Action Button" to be in the Watch App of the phone, would be to setup or program the desired 'Action'.

I don't have an Ultra to try the steps myself and I'm guessing that I don't have "Action Button" showing in my phone's Watch App because it knows that I have the Series 8 watch.

From within the watch settings, it sounds like a person is able to setup/program what they want the Action Button to do and it appears that the "Action Button" is only a feature of an Ultra watch and there is no such button on an iphone.

The iPhone's use what's called "Shortcuts".

I'm only trying to help you and I'm very sincere in my effort. We might need to wait to see if somebody with an Ultra watch will come along to help you out further.
