How do I stop Apple from removing my book downloads?

I download books on my iPad for a useful tool to keep copies in case of emergency. I do not use iCloud (always turned off), but my books keep getting removed from my iPad and they show a little cloud next to them. How do I stop this?

iPad Pro, iPadOS 15

I have more than 75 percent of my storage on a 256Gb available and my iPad is up-to-date on the current IOS. The iPad is used as a preparedness device holding books like basic emergency medical, basic electricity, basic cooking and food prep, gardening and some entertainment books also.

My fear is that if these books are needed at some point, when we are out camping or whatever, that apple will have serious crippled our ability to to field dress an injury from my son riding dirt bikes or who knows what.

If I have downloaded the book, it's because I want it on there, I just want apple to leave it alone. Any answers to help fix this would be appreciated before I have to move to a different platform that does not do this.

Thank you kindly for your reply, and for filling us in on the iPad's storage etc.

Am surprised that the Books were removed if you had plenty of space for them.

There's another discussion thread with some (possible ?) tips online:

Hi, and welcome to the Apple (user-to-user Community.

If necessary, your iPad may remove items that can be downloaded again or that aren't needed anymore.

Wondering if your iPad is short on storage space, so must make some space in which to operate smoothly for you.

Apple support have an article online that may help:

There are good tips for freeing up space in the article below:

You may want to update your iPad Pro to the latest iOS version, if compatible:

A little cloud with a down arrow would likely mean you can re-download the books anytime you want: How to: Redownload books and audiobooks - Apple Support

Seems the answer may be to always ensure your iPad OS has plenty of storage space available, both for new downloads, and also space in which to operate smoothly.

Re: keep copies in case of emergency

Eg: Start by backing up everything for safe-keeping:

Note: You can also connect iPad to your computer wirelessly if you set up Wi-Fi syncing.

Eg: If you want, you can move some of the larger files (eg: like large amounts of photos, movies, or videos etc) to external storage (such as USB drives and SD cards using a compatible connector or adapter)

or

to a computer:

All the best :-)

Unfortunately the other conversation had no resolution. That is kind of disturbing since more than 200 people had marked that they had the same problem. If you can back the books up to the files storage on the iPad that would be great, but I don’t see where it’s possible to do that.
