Even though I have not enabled any Focus Modes my Messages notifications are not coming through and, for other people in Messages, I'm showing up as having "notifications silenced".
In Settings > Messages, enabling "Shared Across Devices" has seemed to fix this issue.
I couldn't find"Shared across devices."
Oh. It's actually in Settings > Focus. Right below the list of Focus Modes is a toggle for "Shared Across Devices".
