I am trying to set up my child’s Apple ID after I used my own to set up her iPad and realized she had all my pictures and texts. I tried to add her as a family member but when I try to confirm I am an adult by putting in my code for PayPal or uploading a credit card I can an error. Help!

We're a bit confused, what was this error exactly? What did you exceed the limit on? Creating accounts on this particular device? Or a limit to the number of family members in Family Sharing? Are you able to create the account on another device, then sign in on this iPad? You could use the following on another device to check: Create an Apple ID for your child
