I keep having to re-enter the password. I've checked settings for FaceID and Passcode, and it is turned on for iTunes and AppStore. In Settings>me? Media & Purchases, I have "Require Password" turned on for Free Apps. Still getting challenged to enter my password manually every time I try to download a new app.

If you have gone through Require a password for App Store and iTunes purchases and do not have these settings in use and further checked Use Face ID on your iPhone or iPad Pro for the App Store, the next best step would be to contact Apple Support so this can be further investigated.
