I'm trying to publish content to Apple News and all online resources link to icloud.com/newspublisher, but all I get on that page is a link to the documentation. How do I actually access the app? It's not appearing in iCloud (and I have both iCloud and developer accounts).

Sarah, did you find a solution for this? I am trying to sign up as a publisher and there's no option to do so in my iCloud account. I can only access the News Partner Program. Odd.
I finally got through to a News Publisher help line and they told me in no uncertain terms that it was not available without invitation to the new News+ program.
