See screenshot below; shouldn't the SUM formula exclude Header and Footer rows? (The top row is a header row, and the bottom row is a footer row). This also happens when I try to put this formula in a footer row of the B column.

what would be the result that you would like to see, in the footer row?
Numbers is creating the SUM of all values in column Bm you have a 200 and a 0.15 (15%).
The result is 200.15.
It shows 15% but internally it is using 0.15, the % sign is based on the format of the cell / your input.

It will exclude the header and footer (assuming they are an actual header row and footer row). When you hit enter it will no longer have the header of footer cells highlighted. It does not try to figure out what you are using the "B" for until you are done writing the formula. Some formulas use it as the entire column (including headers and footers), some as only the data rows. It figures it out what to do after you are done and hit enter.
