An early 2013 MacBook Pro can be upgraded to Catalina 10.15.7 but no later. See: How to download macOS - Apple Support
A late 2013 MacBook Pro can be upgraded to the latest version of Big Sur macOS 11 but no later. See:How to download macOS - Apple Support
If you can't or don't want to upgrade to Big Sur, another option is to use TurboTax online. It runs on older systems in an internet browser. I use it even though I can install the download or CD and it is very good.
