iMessage on iPad not working

I cannot get iMessage to work on my iPad. It works on my iPhone.

I have looked at all the fixes but one part that is confusing is turn off iMessage and FaceTime. When I go to them in settings it doesn’t give me that option. I get this same message on both iMessage and FaceTime.

I have been messing around with this for a couple days now, I even deleted everything on the iPad and restored to factory settings. I started new without restoring with the backup. I still get the same issue. Any ideas what I am doing wrong? This just started out of the blue, I haven’t had any issues with this for years. It wasn’t from a update, I actually did a update to try and correct the problem.
