How to complete Apple TV setup without iOS capable iphone

My Apple TV updated to the latest version of iOS a while back (I think 16), and I can't move past the screen to "Finish Home Setup" because my phone is iPhone 7+ and it doesn't support iOS 16.

This is causing issues with my HomeKit because the Apple TV is my hub and so I don't get all the features from my security camera such as remote viewing and saving the video to the cloud.

I may also be experiencing issues with Amazon Prime app streaming (maybe its just a coincidence) and other services because of this.

Basically, I updated my AppleTV and now I can't use some of the features and am experiencing issues because it is IOS 16 and my Iphone 7+ is IOS 15. I am stuck with a red exclamation in settings to finish setup, and can't get past the screen "Add This Apple TV to Your Home" because it requires an IOS device with IOS 16, and I do not have one.

Is there any way I can get my Apple TV to finish Home setup? Maybe I should downgrade to IOS 15 if I can? Is there any way I can keep using this Apple TV as a hub for Apple Home so I can keep using my security camera.

Thanks for your help, I just got my battery replaced by Apple last January and do not want to buy a new device just because my Apple TV updated to IOS 16.

Found it. They say I can't be helped and will need a new device. And that I cannot roll back to iOS 15 on my Apple TV which would have fixed it as well. Wish they would have let me know that updating my Apple TV would also require my Home app device (ie my iphone 7 plus) to be iOS 16 as well.
