Is anyone else having an issue with this update this am?
It is sending repetitive notifications even after voice over is turned off.

Yes, this is due to a bug pushed out last night from "NinjaOne" remote IT management tool.
You can prevent the notifications (and, unfortunately, disable some portion of NinjaOne's functionality) by renaming the executable, which you can find by clicking the little circled letter i next to njdialog in the list of apps permitted to be run in the background.
