I have an old iMac (Mid 2011). It no longer offers software updates. The Safari version that I use is OS X EI Capitan, Version 10.11.6. Is there a way I can get a newer version of Safari?

Your 2011 iMac can run macOS 10.13 High Sierra which has Safari 13.

see How to download macOS - Apple Support

Sadly Safari 14 and 15 only come in later macOS versions and you need a newer Mac for those.

I see two options,

1) upgrade to macOS 10.13 High Sierra and use a third party Browser like FireFox, Brave or Vivaldi.

2) replace the older 2011 iMac with a newer or new one, that can run the latest macOS and Safari.
