PDF attachment on email won’t download
I have purchased a new iPhone and my emails where transferred but the pdf attachments will not download.

Do you mean open?
Ask the sender to send it again in the correct format. Some pdf files open only with Acrobat Reader.
I have iPhone SE with iOS 13
