Apple asking for money
So I deleted a app and I can’t get it back because on my cash app it keeps asking for money and I don’t have any subscriptions

What is the exact error message you are receiving?
Unless you have a pending charge, Apple does not ask for money ever.
If your payment method had an issue and can no longer be charged, it will ask you to verify it, but this does not mean it's going to charge you. Asking for verification is not the same as a charge.
What exactly are you seeing? What happens when you try to re-download the app?
