You may have missed one essential step.
Also, you may have an item selected that cannot be retouched. Some photos may need to be reverted to the original, before you can add further edits. You cannot use the Retouch tool at all on a video or a Live Photo with a Live Effect applied, because it would require motion tracking.

Editing photos on a Mac allows for zooming, making adjustments, applying filters, cropping the image, rotating the photo and enhancements as described at Photo editing basics in Photos on Mac. The removal of an object outside cropping the image size may require the use of third-party software designed for such photo editing. You may be able to extract only the part of a photo that you wish to preserve using the Preview app by following the steps in Extract an image or remove a background in Preview on Mac.

Dear "old toad" I was so pleased to see the video..and thought "ah ha", "Now I can do it" I was not able to find Adjust and Retouch when I went to edit. Maybe there's a step I have missed, but I have been at this for quite a while. If you wouldn't mind helping me again, I'd really appreciate it. I am working with MacAir1.

You first have to set the size of the retouch brush with the slider under the Retouch heading. In the animated gif the size of the brush is 71 pixels. Then move the brush to the object you want to remove and click and drag it over the object. If you don't like the result hit the Reset Adjustment button and try again. Maybe do it in steps.
With the Retouch tool in the Edit/Adjust mode:
There is no retouch button..actually there is no adjust button on the mac. There is on the iPad, but no retouch. Are you using an app that is not part of Apple photos?
