Assuming that you have a WiFi+Cellular model iPad, this support page should help with setup of Cellular service:

You should note that you will require a physical DataSIM explicitly provisioned for an iPad or mobile broadband - or activate Cellular service using the built-in eSIM. Many mobile phone SIM cards are unusable with iPad.
