cant find preferences

Having done searches and obvious stuff like apple drop down but can not locate system preferences

If this is Ventura, they changed it to System Settings.

Before Ventura look in Applications for...

System Preferences.app

It is ventura, so I guess I never noticed this before. I will have to play with it and see if I can get my screen organized.
