Can I use my old iPhone to take/make calls like iPad does?

Not sure exactly how to ask the question because I don’t know what the technology is called.

I have an iPhone 13 that I use as my primary phone. I’d like to use my old iPhone 11 to take and receive calls much like I use my iPad does. I don’t want to activate the iPhone 11 I just want to use it like extension of a landline. Not even sure where to start.

as far as I'm aware.. the only way you would be able to make or receive a phone call using your iPad, would be if using the same Apple ID.. then on your iPhone, in Settings > Phone > Calls on Other Devices, the toggle switch for your iPad would be ON.

I've never looked at this when signed into 2 different iPhones, if the iPhone shows up in this list, just toggle the switch on. Then it should act the same way your iPad does.
