How can I force macbook to boot from USB without OSX access

I have an M1 chip mac that I want to boot from USB because I cannot get reinstalls to work using the internal drive. Every time I try to reinstall, the OS locks up on loading and never lets me in. I have (I think) a bootable USB drive made, but it doesn't appear in the boot list when I hold the on button down. I have no idea whether or not the 'allow boot from USB' is enabled by default and obviously cannot get into the OS to see.

What can I do here?

MacBook Pro 14″, macOS 12.6

Thanks for your reply. I've tried looking for the place to enable external media booting, but if I look where you suggested, I only get the option to change security settings like this:

Am I doing something wrong here?

If rebooting holding the Option key down does not present your boot options— I suspect you did not give your self/change permissions.

Both Mac is T2-based or has an Apple M1/M2 chip, you need to change the startup security settings to enable booting from an external USB drive—or else, you can not boot the computer from the USB

This needs to be done from Recovery Mode>Utilities> Startup Security> allowing USB booting.

I'm curious to know if anything has helped to boot from a USB drive. I have a new MacBook which I am looking to partition to run windows. I have what I believe to be a bootable version of Windows 10 on my USB. Even when I hold down the power button to access the start-up options, all I see is the Macintosh disk and an option to go into recovery mode. I have my drive partitioned but just need to be able to boot windows to complete the process. Boot camp assistant is now obsolete so I'm not sure what else to try. Looking for some direction! Thanks.

M1 you need to run Window using Parallels Desktop VM.

You do not want to partition/Container...
