I am trying to download a game from the App Store but it shows up with a billing information when it’s never done that. To check to see if it was only that game I uninstalled a game I already had and I tried to install that but the billing information showed up. I’m just trying to figure out why it’s doing that?

If you want to make purchases or update / download apps, including free apps, you need to have a payment method on file.
If you don't have a credit card or don't want to use a credit card, you can also use your Apple ID balance as payment method, see -> Add money to your Apple ID balance
Yeah but what if I did have an account and it kept doing it then what do I do
