Locked iPhone and forgotten Apple ID password

is there a way you are able to restore all of your iPhone data and reset your Apple ID password if you have forgotten it and you are locked out of your iPhone (security lock out)?

Visit iforgot.apple.com to see if you can reset your password or initiate an account recovery option.

When you forgot the passcode on your iPhone and you enter it incorrectly too many times, your iPhone will be disabled.

I have seen this as an option, however to my knowledge you are then required to log in to your Apple ID when resetting the phone to restore all your data. But the Apple ID password has been forgotten?
