I have an old iPhone 4 which is locked (wrong password too many times). My question is if there is a way of unlocking it without restoring it. I think that it's older than iCloud so I don't have any data backed up. I really hope so because I would love to see all the memories.

As I said above, No you cannot restore without erasing. This is a safety feature which prevents others from gaining access to your private data.
