Uploading videos from mac to icloud photos

I have been trying to upload videos from an action camera from a MacBook air to iCloud photos. Every time I drag a video file I get a message that "only files in jpeg format can be uploaded". I cannot understand why this is the case and have not found any resources online to figure it out. I took these videos with an akaso 4k 7000 video camera. The photos upload without problem, but the videos are not uploading at all. Can anyone help me with this?
