ipad will not update to ios 16.
I've went through the steps to update, including making sure itunes is up to date. still not working.

From your footer here, an iPad 2 from 2011 tops out at iOS 9 (iOS 9.3.5 or so), and cannot update to iOS 16.
That iPad hardware is just too old, and is not supported by iOS 10 or later.
