Is it possible to call and receive calls with cellular toggled off for an iPhone?

Ok i was wondering how its possible to call and recieve calls with cellular toggled off for phone and everything else off as far as the cellular toggles as well and wifi is off and wificalling i havent even set up. Im trying to figure out what the point of the toggles 0/l is if it doesnt cut of the phone. i get a notice that says cellular is trnedcoff for phone. but itll call anyway. Is this normal

I'm not sure if I have a correct understanding but if you've toggled off Cellular Data at Settings app > Cellular > Cellular Data––Use cellular data on your iPhone or iPad - Apple Support––as I understand it, that doesn't prevent phone calls. It's strictly for data.


You could use the option–Do Not Disturb–to silence and/or filter phone calls:
