There are really 2 things that must be true in order for you to retrieve the message(s).
iOS 16 was installed on your phone....before....the message was deleted
The message was not deleted more than 30 days ago
Tap Messages on your Home Screen
Tap Edit in the upper left hand corner of the screen
Tap Show Recently Deleted
Tap to select a message that has been deleted in the last 30 days
Tap Recover in the lower right hand corner of the screen
If the message you are looking for does not appear, it was deleted more than 30 days ago.
If there are no messages that meet the qualifications, Recently Deleted will not even appear
