When I make a shared note in the Notes app, and I invite another user to edit, they are denied access. They are prompted with the message ”Note unavailable. The owner has stopped sharing or you do not have permission to open the file (note).”

If you can't share or collaborate on notes with your iPhone, iPad, or iPod touch
You can’t share password-protected notes. If you want to share or collaborate on a password-protected note:
1. Select a note then tap View Note to unlock it with Face ID or your password.
2. Tap the More button.
3. Tap Remove to remove the password protection.
4. You can now share or collaborate on the note.
