Can i delete my current Apple ID and email ***@icloud.com and create a whole new Apple ID and email?

You can but you would lose purchases associated with the old Apple ID and moving any data associated with it can be difficult.
If you objective is to just use a different email as your Apple ID, that can be done with no loss. See: Change your Apple ID - Apple Support
