I keep seeing that my green light is on indicating my camera and microphone are in use but I’m not on any apps. It happened when my phone was at rest yesterday although it may have been on instagram even though it was a blank screen. The only thing is my camera and mic are both turned off in settings and always have been. Also, when I picked up my phone it went to an orange light then turned off. Should I be alarmed?

It's possible that you had an app that was permitted to use your camera or microphone in sleep mode and that triggered the indicators for these features. If you haven't done so yet, try quitting all open apps on your iPhone, and monitor your device to see if this happens again.
Close an app on your iPhone or iPod touch
iPhone X and later
From the Home Screen, swipe up from the bottom of the screen and pause in the middle of the screen.
Swipe right or left to find the app that you want to close.
Swipe up on the app's preview to close the app.
iPhone SE, iPhone 8 and earlier, and iPod touch
Double-click the Home button to show your most recently used apps.
Swipe right or left to find the app that you want to close.
Swipe up on the app's preview to close the app.
Also, please know that if you have Siri set to Listen for Hey Siri, you might see the orange light on occasion if your iPhone thinks you're engaging Siri, but it should go away immediately once it's determined you aren't invoking the feature. Use Siri on iPhone
If you continue to experience that behavior, contact Apple Support, and report the issue so, they can investigate the cause.
