Can I pair an Apple Watch Series 8 to my Iphone 7+?

I am updated to IOS 15 but cannot get IOS 16. Is there a way to update my Iphone7+ to IOS16

No. A Series 8 watch, and any other unit on 9.0 or above, can't be paired to one too old for 16.
