Multiple Safari Windows Opening

On numerous occasions, I see that Safari has opened an extra window (Show all windows from the dock icon) instead of a tab. I have no idea how this is happening with the settings I've selected below. Any help appreciated.


Safari 16.2 / Ventura 13.1 / Macbook Pro 2019


Safari tab settings :

  • Open pages in tabs instead of windows - ALWAYS
  • When a new tab or window opens, make it active - unchecked


Extensions - AdGuard / Bitwarden

MacBook Pro 15″, macOS 13.1

There might be. Check Safari's "Settings for this website" according to Customize settings for each website in Safari on Mac. That, and "Customize other websites" provide the user with a lot of control over what ill-mannered websites are permitted to do.

Quit Safari first. Then, press and hold a Shift key while opening Safari from Applications or the Dock. That action opens Safari without any previously opened windows or tabs.


Release the Shift key when Safari opens.


Some web pages open a new Safari window when opened, or when clicking certain links on a page. That is considered impolite web page behaviour but it doesn't stop developers from doing it anyway.
