Why can't I download Netflix shows on my iPad mini 6 but I can on my other devices?

Why can't I download Netflix shows on my iPad mini 6 but I can on my other devices? I even deleted the app on my iPhone and I still get the error that there’s too many downloads on other devices. Any thoughts on how to fix?

Does netflix have a limit to how many times you can download a program? Or a number of devices you can download it to?
