Reset a second-hand iPod

I have a second-hand iPod and have no idea how to contact the original owner. Can I reset it for my use?

used ipod locked I purchased a used iPod from a stranger at a gas station in Whiskey Flats well over a year ago. Its locked. I periodically try unlocking it or resetting it, with no success. I was wondering how to find a previous owner. Also, it has come to mind that it could of been stolen. How do i find out? If so, I would definitely return it. Today is the first time I have been able to go into iTunes on a PC to try to reset and unlock it. Still nope.

No. Your iPod is useless without knowing the ID and password with which it was set up. See: Activation Lock for iPhone, iPad, and iPod touch - Apple Support
