I have a cellular plan for my Apple Watch but the cellular icon on my watch indicates no SIM. What went wrong?

My wife added her AT&T plan to her Apple Watch….yet her watch indicates no SIM. Not sure what that means. It shows AT&T plan on her phone not active yet it lists it there.

If she set up cellular according to article how to set up cellular

Set up cellular on Apple Watch - Apple Support

then contact AT&T to see if they sanctioned the plan for a Watch and provisioned an additional number
