My old company phone is locked and I don’t have a number on it forgot password to unlock it
My old company iPhone 11 is lock and I would like to use it but forgot password to unlock it and number is not active anymore

Activation Lock. This sounds like the company set up the phone originally. If that is the case, the company will need to reset / erase the phone before you will be able to use it again. No other options, sorry.
