Add widget to custom Lock Screen

On my iPhone 14 Lock Screen, I use a custom photo I took. How do I add the weather widget to that screen?

Apple site says “Press on Lock Screen, then tap Continue, then tap above or below Time on Lock Screen”. However, tapping near Time simply cancels the setup and leaves you at lock screen.
