Recent call history is blank and not working (for both ALL and MISSED calls)

I recently switched phones and restored the backup from iCloud on my iPhone 11 (from older iPhone 8+). Everything seems to be okay except No recent call history was restored. The recent calls tab (both ALL and MISSED) is completely blank and even when I make new outgoing calls or receive incoming calls, none of them are showing up in the recent call history. I have tried everything suggested on the internet including restarting the phone, correcting the time, region, country, taking SIM out and putting it back in, resetting the network settings as well as ALL settings, turning on and off Airplane mode, Erasing everything and restoring the phone again from a new backup and few other things but NONE of these seem to bring back the recent call history. It is very annoying. The issue existed with iOS 16.1 as well as recent 16.2.

The old phone iPhone 8+ is still linked to my same apple id and I can see all recent calls on old phone but not the new one. I even tried de-linking the iCloud / drive from old phone but that didnt fix it either. I also noticed that with restore, only a handful voicemails were copied but a lot more are just missing.

Besides the above solutions that I have tried already, what else could be the issue and how can I fix it? Please dont suggest any generic things that I have already tried. Please comment if you can really suggest solutions that I have not mentioned above.
